This bill makes several changes related to the operations and finances of clerks of court and the distribution of certain penalties. It allows for the cumulative excess of funds, which are funds that remain after certain transfers, to be used in the development of the total combined budgets for clerks of court, and it also adjusts how these budgets are approved by the Florida Clerks of Court Operations Corporation. The bill revises the definition of a "publicly accessible website" to include the websites of clerks of court or county comptrollers for real property notices. Additionally, it provides exceptions to the requirement that certain civil penalties for school bus violations be remitted to school districts, and it alters the distribution of other civil penalties by increasing the percentage deposited into the fine and forfeiture fund and decreasing the percentage paid to municipalities.
