This bill requires local educational agencies (LEAs) in Utah to provide comprehensive legal awareness education to 10th-grade students starting in the 2026-27 school year. The legislation defines "legal awareness information" as details about legal rights, responsibilities, and obligations that become relevant when an individual reaches the age of majority. The bill mandates that students receive information on a wide range of topics, including voting rights, jury duty, selective service registration, contract rights, legal representation, medical decision-making, credit and debt obligations, tax filing, employment rights, criminal justice system interactions, civil liability, law enforcement interactions, educational privacy rights, and employment discrimination protections. LEAs have flexibility in delivering this information, which can be incorporated into existing coursework, presented through assemblies, distributed via written or digital materials, or combined using multiple methods. The bill emphasizes that the information must be age-appropriate and accessible to all students, and requires LEAs to develop or adopt current and accurate materials. Importantly, the legislation does not mandate the creation of a new course, require testing on the material, or prevent LEAs from providing additional legal information. The bill is set to take effect on May 6, 2026.
