This bill, titled "Establishes provisions relating to adult cabaret performances, including the offense of engaging in an adult cabaret performance," amends existing Missouri statutes to define and regulate "adult cabaret performances" more broadly. Previously, "adult cabaret" primarily referred to establishments like nightclubs or bars featuring nudity or seminudity. This bill introduces the term "adult cabaret performance" to encompass performances that appeal to a prurient interest and occur in locations *other than* adult cabarets, featuring entertainers like topless dancers, strippers, or impersonators, regardless of whether they are paid. The bill also clarifies definitions for "nudity" and "seminude" and expands the definition of "sexually oriented business" to include any business, other than an adult cabaret, that offers an adult cabaret performance. A significant new provision, section 573.520, establishes the offense of "engaging in an adult cabaret performance" if such a performance occurs on public property or in a location where it's reasonably expected to be viewed by a minor. This offense is classified as a Class A misdemeanor for a first offense and a Class E felony for subsequent offenses. The bill also includes provisions regarding the preemption of local ordinances that conflict with these new regulations.
