This bill authorizes the city of Osage Beach, Missouri, to establish an "entertainment district," which is defined as an area within a city that borders or contains part of a large lake and includes a mix of entertainment venues, bars, restaurants, and other licensed establishments, along with "common areas" which are public spaces within the district. This special license would allow licensed establishments within the district to sell alcohol for consumption from portable bars or other licensed locations until 1:30 a.m. on most days, and also permit patrons to take alcoholic beverages from one licensed establishment to another within the district, or into common areas, as long as they do not leave the district's boundaries. Licensees would be responsible for alcohol violations within their district, including in common areas, and would need to use specially marked containers for their beverages, with the city government having the authority to set specific rules for the district.
