This bill establishes the Water Infrastructure Enhancement Program, administered by the Oklahoma Water Resources Board, to modernize and ensure the long-term stability of the state's water infrastructure, with the program's duties including providing direct grants to communities, conducting water education outreach, incentivizing regional water system planning, expanding existing programs, and deploying environmental compliance programs, all of which will be funded through a new "Water Infrastructure Enhancement Revolving Fund" created in the State Treasury, from which monies will be allocated to various programs including the Rural Economic Action Plan grant program, technical assistance, regional planning, outreach, the "Oklahoma Water Resources Board Low-Interest Revolving Fund" for providing low-interest loans, and a new site-ready grant program, and the bill also creates the "Oklahoma Water Resources Board Low-Interest Revolving Fund" to hold funds for low-interest loans, with the entire act set to become effective on July 1, 2026, and declared an emergency to take effect immediately upon passage and approval for the preservation of public peace, health, and safety.
