This joint resolution requests the Department of Workforce Development and Advancement, in collaboration with the State Council of Higher Education for Virginia, to conduct a comprehensive study on establishing an optional service year program for recent high school graduates. The study aims to review Maryland's existing Service Year Option program by examining employer participation, graduate enrollment, regional differences, and program completion rates. The resolution directs the department to estimate potential start-up and operational costs, develop strategies to encourage both employer and student participation, and analyze potential societal, workforce, and educational impacts of such a program. The study is motivated by the desire to provide young adults with opportunities to gain work experience, explore career paths, develop skills, and make informed decisions about their future education or employment. The department is required to complete its meetings by November 30, 2026, and submit an executive summary and report to the Governor and General Assembly by the first day of the 2027 Regular Session, with the findings to be published and posted online.
