This bill amends existing Oklahoma law to clarify and enhance state funding for adult education and literacy programs. Specifically, the bill requires the State Board of Career and Technology Education to provide funds to school districts offering high school equivalency diploma courses and establishes a new matching funds provision for federal adult education grants. Under the new provisions, the state will provide dollar-for-dollar matching funds for grants received through the Adult Education and Family Literacy Act from the U.S. Department of Education. Furthermore, in the event that federal grant funding for this program is discontinued without a successor program, the Legislature commits to continuing the program at a funding level twice the amount of the last full year of federal grants, subject to funding availability. The bill will become effective on July 1, 2026, and contains an emergency clause to emphasize its immediate importance for public welfare.
