This bill creates the Thrive Act, which aims to provide additional state child nutrition funding for school districts with high percentages of students eligible for free meals. The bill defines key terms like "community eligibility provision" (a federal program allowing free meals for all students in qualifying schools) and "identified student percentage" (the proportion of students certified for free meals). To ensure the program's effectiveness, the State Department of Education is required to collaborate with a higher education institution to evaluate the program's impact by July 1, 2028, and every three years thereafter, with results to be electronically submitted to state leadership. The State Board of Education is authorized to create rules for implementing the program, and the act will become effective on July 1, 2027.
