This bill directs the State Department of Education to establish the Oklahoma High Dosage Tutoring Program for students in kindergarten through eighth grade who are at least half a grade level behind in math or English Language Arts (ELA). "High dosage tutoring" is defined as in-person, subject-specific tutoring for small groups of no more than five students, conducted for at least three one-hour sessions per week over ten weeks in the fall and twelve weeks in the spring. Participating schools will assess students' academic growth and readiness, reporting results to the state three times a year. The program will prioritize school districts identified for additional support under federal law, and participation will be on a first-come, first-served basis as funds allow. Tutors will receive bonuses for each cohort they teach and for each full grade level increase students achieve, with provisions for conditional participation and potential loss of eligibility if students do not show sufficient progress. School districts must obtain parental consent for student participation, and parents will be notified of absences, with students potentially removed from the program for excessive absences, behavioral issues, or if parents withdraw consent. The bill also amends the "Teacher Empowerment Revolving Fund" to include funding for this tutoring program, in addition to existing stipends for advanced teachers, and declares an emergency to allow the act to take effect immediately upon passage and approval, with the program itself set to begin on July 1, 2026.
