AI Summary
This bill addresses residential rental property repairs by establishing new requirements and procedures for landlords to maintain essential services and items in rental units. Starting July 1, 2026, the bill requires landlords to repair or replace essential items (such as electrical, plumbing, heating, and other critical systems) within 24 hours of being notified by a tenant of a malfunction or service interruption. If a landlord fails to make repairs within seven days, tenants will have the right to be reimbursed for deposits and terminate their rental agreement. The bill also allows tenants to request an enforcement authority to inspect and potentially repair essential items, with the authority empowered to issue a civil penalty up to $500 against non-compliant landlords. Additionally, the bill creates a mechanism for tenants to place rental payments in an attorney trust account or with the court clerk during legal proceedings related to repairs, and provides a process for the court to determine the appropriate disbursement of these funds based on the outcome of the case. The legislation aims to protect tenants' rights to safe and habitable living conditions by providing clear mechanisms for addressing maintenance issues and holding landlords accountable for timely repairs.
