This bill expands the definition of "esthetician" to include services like eyelash lifts and tints, eyebrow lamination and tints, and microneedling, which is defined as a cosmetic procedure using fine needles to create tiny punctures in the skin at a depth of 0.3 to 2 millimeters. Individuals performing microneedling will be required to provide proof of advanced training or certification to the professional licensing agency upon request. Furthermore, the bill removes the requirement for individuals to hold a cosmetologist or esthetician license before applying for an electrologist license, and starting July 1, 2027, applicants for an electrologist license will need a combined total of 600 hours of education and experience, with the state board of cosmetology and barber examiners required to update rules for electrology training by June 30, 2027.
