This bill establishes new restrictions on family reunification programs and creates mandatory judicial training regarding domestic violence. Specifically, the bill prohibits the Department of Child Services from recommending, and courts from ordering, family reunification programs that include certain potentially harmful conditions such as no-contact orders, overnight or multi-day stays, transfers of custody, use of forceful youth transporters, or practices that involve threats, coercion, verbal abuse, or child isolation. Additionally, the bill requires the Office of Judicial Administration to develop and provide an annual training program for judges handling family and juvenile law matters, which must comprehensively cover various aspects of domestic violence including child sexual abuse, emotional abuse, coercive control, bias, trauma, the effects of domestic violence, and victim-perpetrator relationship dynamics. Starting January 1, 2027, judges presiding over family and juvenile law matters will be mandated to attend this training at least once per calendar year, with the goal of improving judicial understanding and handling of domestic violence-related cases.
