This bill establishes the In-Person Absentee Voting Expansion Grant Program within the State Election Board to help counties create additional in-person absentee voting sites during statewide elections in even-numbered years. The program provides financial assistance to county election boards based on their number of registered voters, with larger counties eligible for more grants: counties with over 400,000 voters can receive up to six grants, counties with over 100,000 voters can receive up to five grants, counties with over 50,000 voters can receive up to four grants, and counties with over 25,000 voters or spanning over 1,500 square miles can receive up to two grants. Beginning July 1, 2027, the State Election Board will award $25,000 per approved grant to cover expenses like staffing, facility rental, equipment, security, and administrative costs. County election boards must submit detailed applications explaining their proposed location, justification, staffing, and security plans. The bill also creates a dedicated revolving fund in the state treasury to support the program, which will be funded by legislative appropriations and managed by the State Election Board. The program aims to increase accessibility and convenience for voters by expanding in-person absentee voting locations, particularly in larger or more geographically spread-out counties. The act will become effective on January 1, 2027.
