Eligible localities can receive a $30,000 grant on a first-come, first-served basis for costs associated with using such a plant, provided they submit an application detailing the plant used, the amount of waste disposed, and proof of disposal. If any grants are awarded in a given year, the Department of Environmental Quality must report to specific legislative committees by December 31st about how the program is being used and its effects on waste management and energy production in the recipient localities.
