This bill establishes new provisions for funding behavioral health services in Missouri by creating a dedicated fund and imposing new charges on mobile phone services. It defines key terms such as "988" (the national crisis hotline number), "CMRS provider" (companies providing mobile phone service), "crisis services" (including 988 access, mobile crisis response, and crisis center operations), and "prepaid wireless charge."
