This bill directs the Department of Energy and the State Corporation Commission (SCC), a state agency that regulates utilities, to jointly analyze the current electric utility infrastructure. The goal of this analysis is to find ways to save money while either improving or maintaining the reliability of the electric system, potentially as an alternative to building entirely new infrastructure (referred to as "greenfield infrastructure projects"). The analysis will specifically look at upgrading existing facilities to handle more zero-carbon electricity sources and energy storage, as well as transmission improvements like advanced grid technologies and more efficient wires. The bill also requires the Department and SCC to investigate if large electricity users could voluntarily help pay for these upgrades as part of getting connected to the grid faster. The Department and SCC must complete their findings and submit a report to the General Assembly by December 1, 2026. Additionally, any increased electricity generation from existing hydropower facilities due to upgrades will be recognized as a source eligible for renewable energy standards. The Department of Energy will seek private funding for any outside consultants needed for this evaluation, and the analysis will only proceed if sufficient funding is secured.
