Bill Summary

AN ACT RELATING TO JUVENILE DELINQUENCY; PROHIBITING AN ADULT SUBJECT TO A JUVENILE DISPOSITION INVOLVING USE OF A FIREARM FROM RECEIVING, TRANSPORTING OR POSSESSING A FIREARM OR DESTRUCTIVE DEVICE; PROVIDING ACCESS TO JUVENILE DELINQUENCY RECORDS FOR FIREARM BACKGROUND CHECKS; PROVIDING THAT A JUDGMENT IN PROCEEDINGS ON A PETITION UNDER THE DELINQUENCY ACT RESULTING IN A JUVENILE DISPOSITION INVOLVING USE OF A FIREARM SHALL BE CONSIDERED A CONVICTION OF A CRIME.

AI Summary

This bill expands prohibitions on firearm possession to include adults who have received a juvenile disposition for a delinquent act involving the use of a firearm that would be a felony if committed by an adult, meaning they are now treated similarly to convicted felons in terms of firearm restrictions. It also allows juvenile delinquency records related to firearm use to be accessed for firearm background checks, and crucially, it designates a juvenile disposition involving firearm use that would be a felony if committed by an adult as a "conviction of a crime" for the purposes of federal gun laws, even if it doesn't result in an adult sentence. This change is intended to ensure that individuals who have committed serious offenses with firearms as juveniles are subject to the same federal firearm prohibitions as adults convicted of similar crimes.
