This bill prohibits the installation of "nonfunctional turf," which is defined as irrigated grass that is not used for recreation, is inaccessible, or is primarily decorative, on property managed by the General Services Department or the Legislative Council Service starting in 2028. Furthermore, beginning in 2033, these entities will only be allowed to use recycled or reclaimed water to irrigate any remaining nonfunctional turf, and any nonfunctional turf that is removed must be replaced with landscaping that is resilient to drought or climate change, such as xeriscaping or native plants. Exceptions to these rules include cemeteries and nonfunctional turf located under a tree's canopy if replacing it with mulch is deemed impractical. The General Services Department is tasked with creating the necessary programs and procedures to implement these changes, including reimbursing the Legislative Council Service for compliance costs, and the bill includes an appropriation of $3.5 million to fund these efforts.
