This bill amends existing Utah law regarding medical cannabis pharmacies by modifying the composition and duties of the Cannabis Production Establishment and Pharmacy Licensing Advisory Board and by establishing defined geographic regions for pharmacy locations. Specifically, it clarifies that when awarding licenses, the board must use these newly defined regions to ensure pharmacies are geographically dispersed to maximize patient access, and it allows the Department of Health to create at least four such regions through administrative rules. The bill also makes a technical correction to a section concerning the approval of pharmacy location changes, removing a restriction that prevented pharmacies from moving outside their current region and instead requiring the board to consider the newly established regions. The bill is set to take effect on May 6, 2026, unless passed with a two-thirds majority in both legislative houses, in which case it would take effect sooner.
