This bill revises the rules regarding student use of electronic devices, such as cellphones, smart watches, and other emerging technologies, in schools. Previously, the prohibition was primarily focused on "classroom hours," which excluded times like lunch and recess. This bill broadens the restriction to "school hours," defined as the entire period from the start to the end of the school day, encompassing all instructional time, breaks, and transitions. While schools, or Local Education Agencies (LEAs), can still establish policies that further restrict device use, they must allow students to use these devices outside of instructional time if a parent or guardian submits a written request, provided it doesn't disrupt learning or school operations. This opt-out provision cannot be contingent on a student having an individualized education program or other special designations. The bill also clarifies that schools can continue to prohibit device use during actual instructional time, unless a teacher permits it for educational purposes, and can designate specific areas where devices are allowed. The changes are set to take effect on July 1, 2026.
