This bill requires the Department of Local Government Finance, in consultation with the Department of Education, to study and report on disparities in per-student operational funding amounts among school corporations, which are local entities responsible for public education. This study will compare funding levels within each county, identify median funding levels, analyze how local property taxes contribute to these differences, and estimate the cost to bring underfunded schools up to the median level, with the findings to be submitted to the legislative council and the state budget committee by December 1, 2026. Additionally, the Department of Education will prepare a separate report compiling statewide data on school corporations and charter schools, including enrollment numbers, chronic absenteeism rates, academic performance, and teacher salaries, disaggregated by various factors, and will also offer recommendations for improving administrative efficiency, reducing costs, and enhancing student outcomes, with this report due to the legislative council and the interim study committee on education by December 1, 2026.
