AI Summary
This bill requires health facilities to take several steps to improve resident care and safety, including designating an employee as a family advocacy liaison to help residents and their families access information and address grievances, establishing an independent third-party review process for written complaints alleging resident neglect, and offering grief support to the families of deceased residents. It also prohibits health facilities from taking "retaliatory action," which means punishing an employee for reporting suspected violations of state or federal law, providing information for investigations, or participating in enforcement proceedings. Additionally, the bill mandates the creation of a work group by the state health commissioner to study methods for reducing and preventing resident neglect, which will report its findings and recommendations to the general assembly by November 1, 2027. Finally, the legislative council is urged to study the possibility of requiring health facilities to meet specific staff-to-patient ratios during the 2026 interim.
