This bill requires the Indiana Utility Regulatory Commission (IURC), which is the state agency that oversees utility companies, to conduct a study on the impact of increased electricity demand from data centers and other large energy consumers. The study will examine how this demand affects the costs energy utilities incur to provide power and how it might influence the electricity rates paid by all customers, including residential and commercial users. The IURC must specifically evaluate the costs of building new infrastructure, potential losses from projects that don't get built or are abandoned, the possibility of these large customers unfairly shifting costs to smaller ones, and ways to use existing infrastructure more efficiently to potentially lower costs for everyone. The findings of this study, along with any relevant data or forecasts, must be included in the IURC's annual report by October 1, 2026, to help policymakers and stakeholders understand these complex energy issues.
