This bill establishes the Hoosier Family Leave Insurance Program, which will provide wage replacement benefits to eligible individuals taking qualified family leave, such as for the birth or adoption of a child, to care for a family member with a serious health condition, or for their own serious health condition. The program will be administered by the Department of Workforce Development and funded through a trust fund that receives contributions from covered individuals, who are employees of covered employers (businesses subject to unemployment compensation) or self-employed individuals who opt in. Covered employers will be required to withhold these contributions from employee wages, and the initial contribution rate for individuals will be 0.5% of their wages, up to a certain cap, with the possibility of adjustments by the department to ensure the fund's solvency. Benefits will be calculated as 60% of an individual's average weekly wage, capped at a percentage of the state's average weekly wage, and individuals can receive up to 12 weeks of benefits per year. The bill also clarifies that it does not create new job protection requirements beyond existing federal or state laws.
