AI Summary
This bill makes several changes to education-related laws, including modifying the composition of a case review panel for interscholastic athletics to include more school administrators, requiring the Secretary of Education to identify and report on key metrics for civic literacy and recommendations for paid leave for school employees by December 1, 2026, and establishing new requirements for schools where a significant percentage of students have not passed a reading assessment over three consecutive years. It also mandates that the Commission for Higher Education evaluate accrediting agencies for state educational institutions and report its findings, and requires state educational institutions to seek commission approval for degree programs that meet the definition of a "low earning outcome program" under federal law, which refers to programs that do not lead to good employment prospects. Additionally, the bill introduces regulations for adolescent use of social media, defining "social media provider" and establishing requirements for age verification, parental consent, and limitations on features for users under 17, with violations of these social media provisions considered deceptive acts.
