This bill amends existing law to allow for flexibility in how the partnership access line assessment is used to cover administrative costs. Specifically, it permits reasonable administrative costs incurred by a contracted third-party administrator to be included in the total assessment charged to certain health carriers, self-funded arrangements, and employers that provide health care. Previously, the authority's administrative costs for these programs could not be included in these assessments. The partnership access lines and psychiatric consultation line are programs designed to provide access to mental health services, and this change aims to ensure that the costs associated with managing the assessment process for these programs are adequately covered.
