This bill proposes several changes to the Parole Board, including requiring annual training for its members on topics such as making parole determinations, understanding criminogenic behavior, mental health disorders, substance use treatment, trauma-informed work with victims, and serious crime rehabilitation, with this training to be developed and provided by the Parole Board Director in collaboration with the Commissioner. The bill also increases the number of regular Parole Board members from five to seven, eliminates the positions of alternate members, and modifies the required knowledge and experience for members to include expertise in criminogenic behavior, mental health treatment, substance use disorder, or serious crime rehabilitation, while also limiting members to two consecutive terms. Furthermore, the responsibilities of the Parole Board Director are expanded to include overall board function, legal compliance, policy development and implementation, and the development and provision of training for the Board.
