This bill proposes to increase the fees associated with applying for and modifying electric generation facilities that require a certificate of public good, a permit granted by the Public Utility Commission (PUC) to ensure projects serve the public interest. Specifically, the fee for initial applications for smaller facilities (50 kW or less), rooftop projects, net metering registrations, certain applications under section 248(n), and smaller energy storage facilities (1 MW or less) located inside existing buildings without ground disturbance or distribution system upgrades will increase from $100 to $200. The fee for modifications to these smaller facilities will also increase from $25 to $200. For larger electric generation and energy storage facilities requiring a certificate of public good that do not qualify for the lower fees, the per kilowatt (kW) fee will rise from $5 to $8, and the modification fee will increase from $100 to $400. This act is set to take effect on July 1, 2026.
