This bill establishes the Vermont Prescription Drug Discount Card Program, which will be managed by the Office of the State Treasurer to help Vermont residents save money on prescription drugs by pooling purchasing power with other states and organizations. The program aims to reduce drug costs through negotiations with manufacturers, centralized purchasing, and volume discount contracting, which means buying large quantities of a drug at a lower price. The Treasurer can charge fees to cover program costs and will report annually on participation and savings. A dedicated fund, the Vermont Prescription Drug Discount Card Program Fund, will be created to support the program, receiving appropriations, federal or state transfers, fees, and donations. The State Treasurer will also report on the program's implementation by January 15, 2027, and $50,000 is appropriated for its development and implementation, with the act taking effect on July 1, 2026.
