This bill establishes new sentencing requirements for individuals convicted of making an unlawful proposition, which is a crime related to soliciting prostitution. Specifically, at the time of sentencing, a judge may require a convicted person to complete a "prostitution offender program," defined as an instructional course covering topics like the causes of prostitution, its link to human trafficking, health risks, penalties for unlawful propositions, and the impact of human trafficking on victims. Those ordered to participate in such a program must pay a fee; a $300 fee will be split, with $200 going to a state fund for human trafficking prevention and victim assistance, and $100 going to the arresting law enforcement agency. If the program is county-operated, an additional $200 county fee will be charged, which will be used by the county to cover the program's expenses.
