This bill amends existing Washington state law (RCW 46.61.600) to allow a person driving or in charge of a motor vehicle to leave it unattended with the engine running and doors locked for up to 30 minutes, provided the brake is effectively set and the wheels are turned towards the curb on a grade, if it's reasonably necessary to use the vehicle's air conditioning or heating to protect a pet from extreme temperatures. For the purposes of this provision, a "pet" is defined as a dog, cat, or any domesticated animal, excluding livestock. This change creates an exception to the general rule that requires a vehicle to be completely shut off, locked, and have the key removed when left unattended.
