This bill declares that providing quality and cost-efficient medical care is a public necessity and that collaborations among special districts operating as hospital districts are vital for improving healthcare access, integrating providers, and ensuring continuity of care for residents, thus serving a public purpose and promoting public health and welfare. Specifically, it amends Florida Statutes section 189.081 to allow two or more special districts that function as hospital districts to jointly create, participate in, and manage various ventures, partnerships, or collaborations, including business entities or service networks, within the boundaries of any of the participating districts. Furthermore, this legislation grants these participating districts and their collaborators "state action immunity," meaning they are protected from antitrust laws, both state and federal, when exercising these joint powers, even if their actions might otherwise be considered a violation of such laws. This provision is intended to supersede any conflicting general or special laws.
