This bill requires telecommunications and television companies, referred to as "owners," to remove any "abandoned lines and facilities" – meaning underground wires and equipment that are no longer in use or maintained – from "public rights-of-way," which includes areas like streets, sidewalks, and alleys used for public travel, but excludes federal interstate highways, railroad areas, and private easements. Owners must remove these abandoned lines within 180 days of them becoming abandoned and must notify the relevant local or state agency with a removal plan within 30 days of abandonment. Failure to comply will result in a daily fine of $500 until removal is complete, and the owner will be responsible for any costs incurred if their abandoned lines interfere with other infrastructure projects, with enforcement handled by the relevant municipal, county, or state agency.
