This bill expresses the Legislature's intent to pass future laws concerning the authority of various entities involved in permitting and regulating offshore oil activities, and to establish or maintain existing protections for communities affected by the transportation and acquisition of offshore oil. Currently, existing law tasks the Governor or their designee with coordinating offshore oil transport and refining, working with agencies and the public to ensure these activities benefit public health, the environment, and the economy.
