This bill aims to reinstate and enhance specialized mental health crisis support for LGBTQ+ youth within California's 988 Suicide & Crisis Lifeline system. It mandates that the California Health and Human Services Agency (agency) annually assess if the federal government has established an adequate specialized LGBTQ+ suicide prevention hotline under the 988 system. If the agency determines this specialized hotline is insufficient, the bill requires the Office of Emergency Services (OES) to request the federal Substance Abuse and Mental Health Services Administration (SAMHSA) to enable a "press 3" function for calls originating in California, allowing callers to be automatically routed to a specialized LGBTQ+ crisis center, and to also enable text or chat features. Furthermore, the bill requires the agency to contract with qualified entities specializing in LGBTQ+ suicide prevention services, ensuring these entities meet specific criteria, including a primary objective of reducing suicide rates and addressing mental health crises, and adhering to strict privacy and confidentiality laws. This legislation is declared an urgency statute, meaning it will take effect immediately to address the pressing mental health needs of LGBTQ+ youth.
