This resolution amends House Rule 40 to adjust deadlines for requesting and approving bills in the second year of a legislative biennium, which is a two-year session. Specifically, for bills drafted in standard form, members must now submit their requests to the Office of Legislative Counsel (the office that drafts legislation) by December 5th, approve any changes by January 15th, and finalize the bill for public release by January 31st, unless they get special permission from the Committee on Rules. However, bills related to municipal charter changes or mergers can be submitted and introduced at any time. For bills drafted in short form, requests must be submitted by February 15th, and the bill approved for release by the second Friday after Town Meeting Day. Committees also have new deadlines, with most needing to approve standard form bills by the last legislative day of March, though the Appropriations and Ways and Means committees are exempt from these deadlines.
