This bill establishes the Real Property Assessment Task Force, a group tasked with reviewing issues related to how real estate is valued for tax purposes in Indiana. The task force will be composed of legislative members appointed by party leaders in both the House and Senate, as well as representatives from various organizations involved in real estate, local government, and finance, including Realtors, farmers, county officials, and builders, along with an academic expert in property assessment and local government finance. This task force will examine other states' assessment methods, including the use of Automated Valuation Model (AVM) systems, study the accuracy and fairness of current Indiana assessment practices, and consider potential changes to assessment standards and the structure of local assessor offices. The task force is required to submit a report of its findings and recommendations to the Indiana General Assembly by November 1, 2026, and the task force will expire on January 1, 2027.
