This bill amends existing Vermont law to prohibit the possession of machine guns and rapid-fire devices, which are defined as any device that increases a firearm's rate of fire or the speed at which the trigger is activated, including "auto sears" that convert a semi-automatic firearm to fire more than one shot with a single trigger pull. The bill also clarifies the definition of a "machine gun" to include weapons designed to shoot automatically more than one shot with a single trigger pull, as well as parts intended for such conversion. This prohibition extends to possessing the frame or receiver of a machine gun or any combination of parts from which a machine gun can be assembled if under a person's control. The existing prohibition on possessing "bump-fire stocks," which are designed to increase a semi-automatic firearm's rate of fire to mimic automatic fire using recoil, is maintained and expanded to include these new categories of prohibited items. The bill also mandates the Department of Public Safety to establish a process for the voluntary and anonymous relinquishment of bump-fire stocks by a specific date, and the act takes effect upon its passage.
