This bill amends Florida Statute 1002.333, which deals with persistently low-performing schools and "schools of hope" (charter schools operated by a "hope operator" serving students from struggling schools or in designated Opportunity Zones). Specifically, it removes provisions that allowed a school of hope to share facilities with another school in a public school building, required school districts to let schools of hope use their underused or vacant facilities at no cost, and included students in schools of hope in the school district's capital outlay funding calculations. The bill also revises the definition of a "school of hope" by removing the requirement for it to be located within a specific proximity to a persistently low-performing school or in an Opportunity Zone, and it eliminates the provision that a hope operator could use such facilities for free. The changes are set to take effect on July 1, 2026.
