This bill amends existing law regarding how water rates are set, specifically focusing on encouraging water conservation by retail water suppliers, which are entities that sell water directly to consumers. The changes require these suppliers to incorporate water conservation efforts into their pricing structures, including implementing increasing block units where the price per unit of water goes up as more water is used. By July 1, 2027, for residential customers using water outdoors, suppliers must have at least three increasing block units, with specific blocks designated for efficient indoor use, efficient outdoor use, and wasteful or excessive use, and the price increase between blocks must be significant enough to incentivize reduced consumption. Additionally, by the same date, the highest usage block unit for residential customers must include water conservation efforts in its rate determination. The bill also clarifies that the revenue generated from these conservation-focused rates can be used to fund water conservation efforts, even if administered by other water systems, and for for-profit entities, this revenue cannot be used for profits or dividends. The bill takes effect on May 6, 2026.
