This bill mandates that for the 2026-27 school year and beyond, all Missouri schools must provide instruction on human growth and development, beginning no later than third grade, which includes a discussion of human biology related to pregnancy and fetal development. This instruction must incorporate a high-definition ultrasound video of at least three minutes showing fetal development, a video detailing fertilization and every stage of development inside the uterus with significant markers, and specific scientific facts about fetal development, including the presence of a heartbeat as early as six to eight weeks, the development of the brain and sensory receptors, and the capacity for pain perception in unborn children. The bill also revises existing requirements for human sexuality and sexually transmitted disease instruction to ensure it is medically and factually accurate, emphasizes abstinence as the preferred choice for unmarried pupils, details the risks and consequences of sexual activity, and includes information on contraception, emotional and psychological consequences, conflict management, personal responsibility, and the dangers of sexual predators and harassment. Importantly, the bill grants the Attorney General of Missouri the authority to sue on behalf of residents to enforce these provisions.
