This bill amends existing Missouri law regarding mining operations by establishing new restrictions on where certain types of mining and related activities can occur. Specifically, it prohibits operations that refine or manufacture/recycle products containing cobalt, lithium, rare earth elements, lead, zinc, nickel, cadmium, manganese, iron, or silver from being located within one mile of wildlife refuges, surface water, state conservation areas, state parks, designated public lands, National Parks System sites, residences, or schools. The bill defines "surface water" as it is defined in section 640.403 of Missouri law, and "public land" as defined by federal law (43 U.S.C. Section 1702(e)). Importantly, these new restrictions do not apply to mines, refineries, manufacturing plants, or recycling plants that were already in full operation before August 28, 2026.
