This bill requires that certain kratom products, defined as any part of the plant Mitragyna speciosa or any derived or synthesized preparations of its active compounds, must include specific warning labels. These labels must disclose the manufacturer or distributor's information, a full list of ingredients, and several advisories including that individuals under twenty-one years of age are prohibited from purchasing or distributing it, that use by pregnant or breastfeeding individuals is not advised, and to consult a healthcare professional before use. Crucially, the labels must state that kratom may be addictive and can interact with certain medications, drugs, and controlled substances, and must also indicate if the product contains semi-synthesized or synthesized chemicals. Additionally, the labels must include quantitative declarations of the amounts of mitragynine and 7-hydroxymitragynine, a statement that the product has not been evaluated by the Food and Drug Administration (FDA) and is not intended to diagnose, treat, cure, or prevent any disease, and a clear warning to "Keep out of reach of children." Violators of these labeling requirements will face civil penalties.
