This bill establishes a process for members of the Washington legislature to access state-owned or operated facilities, as well as facilities that contract with or are licensed by state agencies, to aid them in their legislative duties. Upon receiving a written request from a legislator, state departments like corrections, children, youth, and families, or social and health services must facilitate a visit within 10 business days, unless there's a safety concern or emergency, in which case the agency must provide a detailed written report to legislative leadership and the requesting legislator. Agencies cannot deny access due to staffing shortages, lack of tour guides, or administrative inconvenience. Access can include facility tours or meetings with constituents residing in the facility, though access to family events is managed case-by-case with priority for residents' families. All visitors must follow facility safety protocols. "Covered facilities" include those owned or operated by the mentioned state departments, as well as adult family homes, assisted living facilities, community facilities, group training homes, facilities providing residential services for developmental disabilities, and state-operated living alternatives.
