This bill requires the school district boards of education and the governing bodies of public charter schools to adopt a policy that provides students and employees with an opportunity to participate in a period of prayer and reading of the Bible or other religious text during each school day. This policy must include a statement affirming this opportunity, require signed consent forms from participants acknowledging their choice and waiving their right to sue the school over the policy, prohibit prayer or readings over a public address system, ensure it doesn't replace instructional time, and prevent it from being offered to those who haven't consented or have revoked their consent. Participants can revoke their consent at any time, but the waiver of liability remains in effect. The Attorney General will provide advice, a model consent form, and defend schools against legal challenges related to this policy, with the state covering associated costs. The bill also clarifies that this doesn't prevent voluntary prayer outside of the designated period and updates a statutory reference. It will take effect on July 1, 2026, and is declared an emergency measure.
