This bill modifies requirements for physical education in schools, defining "moderate physical activity" as exertion that raises a student's heart rate to at least seventy-five percent of their maximum, and "vigorous physical activity" as exertion that raises it to at least ninety percent, with "physical education" being structured instruction in healthy active living by a certified teacher and "recess" being supervised free play. Starting with the 2026-27 school year, all students, including those in alternative education programs, must participate in supervised moderate to vigorous physical activity throughout the school year. Specifically, students in kindergarten through fifth grade will need thirty consecutive minutes of such activity daily, with at least twenty minutes measured by heart rate monitor, while students in grades six through twelve will require sixty consecutive minutes daily, with at least thirty minutes measured by heart rate monitor. Students with disabilities will participate to the extent appropriate under federal law, and the commissioner of education will recognize those achieving fitness improvements. The bill also allows up to ten minutes of this required physical activity to count towards a student's full course of study and permits the department of elementary and secondary education to allow variances for block scheduling.
