This bill authorizes the Alabama State Law Enforcement Agency (ALEA) to issue digital driver licenses and nondriver identification cards, which can be displayed on a mobile electronic device for an additional $15 fee, in addition to the existing physical cards. These digital versions will contain all the same information as their physical counterparts and can be presented in lieu of a physical license when operating a motor vehicle or vessel, or when requested by a judge, peace officer, state trooper, or other government entity. However, a digital license will not be accepted as a valid form of photo identification for voting purposes. The bill also clarifies that displaying a digital license does not grant implicit consent for access to other content on the device, and ALEA is required to implement reasonable security measures to protect the integrity and privacy of these digital credentials, with the act taking effect on October 1, 2026.
