This bill authorizes the Alabama State Law Enforcement Agency (ALEA) to issue digital driver licenses and identification cards, which can be displayed on a mobile electronic device, in addition to the current physical cards, and may incur an additional fee of up to $15. These digital versions will contain all the same information as physical licenses and can be presented in lieu of a physical license when operating a motor vehicle or vessel, or when requested by law enforcement or government entities, though they cannot be used as a voter photo ID. The bill also specifies that displaying a digital license does not grant consent for searching the rest of the device, requires ALEA to implement security measures to protect the digital licenses and licensee privacy, and allows ALEA to create rules for implementation, with funds from the additional fee going to the Public Safety Fund, and the act becoming effective on October 1, 2026.
