Bill Summary

Under current law, school boards and governing bodies of private schools must have a school safety plan in effect. Current law requires that a school safety plan be created with the active participation of appropriate parties, such as the Department of Justice, local law enforcement officers, firefighters, school administrators, teachers, pupil services professionals, and mental health professionals. Current law also requires that a school safety plan include certain components, including an individualized safety plan for each school building and facility and general guidelines specifying procedures for emergency prevention and mitigation, preparedness, response, and recovery. School safety plans must include procedures to address school violence and attacks, threats of school violence and attacks, bomb threats, fire, weather-related emergencies, intruders, parent-student reunification, and threats to non-classroom events. Under this bill, each school safety plan must also include procedures for 1) notifying pupils and their families that an event addressed in the school safety plan has occurred and 2) debriefing pupils, their families, and staff following an event addressed in the school safety plan.
