This bill updates provisions of the Clean Energy Transformation Act (CETA) to include port districts as consumer-owned utilities and clarifies definitions related to market customers. Specifically, it amends the definition of "consumer-owned utility" to include port districts formed under Title 53 RCW, provided they serve at least one retail electric customer, with an exception for certain public utility districts that receive 100% of their electricity from the Bonneville Power Administration and have only one customer.
