This concurrent resolution directs the Legislative Research Commission to hire a company to study the feasibility of a pilot project for an Accountable Communities for Health (ACH) Medicaid delivery model, which aims to improve population health through regional collaboration and community-based support, contrasting with the current managed care model that has seen rising costs and stagnant health outcomes in Kentucky's Medicaid program. The study will examine existing successful accountable care models, identify opportunities and barriers for an ACH pilot in Kentucky, suggest suitable geographic areas like the Lincoln Trail, Barren River, and Green River Area Development Districts, assess data infrastructure needs, explore financing options including potentially redirecting funds from managed care organizations, consider creating a nonprofit insurer as an alternative to for-profit managed care organizations, outline implementation pathways and evaluation metrics, and address any other relevant issues, with the results due by November 1, 2026, for review by relevant legislative committees and the Medicaid Oversight and Advisory Board.
